This vehicle appears to be an emergency vehicle, has a push bumper, says "Police" on the side (visible at 0:08), and has extremely small cargo space. It is unlikely that it is a hijacked humanitarian aid truck. Police vehicles in this video from 2008 had very similar paintjobs. https://www.youtube.com/watch?v=-boNHymGYMA
