A full moon is always about opposite of the sun, so it would indeed not be up during daytime. However, the moon in the picture is not completely full, and can be up while the sun is near the horizon on the other side, which it is, judging from the lighting on the streetlamps. https://moonconnection.com/moon_phases.phtml
