This is a drop tank, i.e. an auxiliary fuel tank used to extend the range of a fighter jet. They can be dropped if needed, usually when the pilot ignored bingo fuel (point of safe return with remaining fuel) to reduce drag and thus reduce fuel consumption and extend the range. https://en.wikipedia.org/wiki/Drop_tank
