Not only is the photo from Iraq in 2008 as shown here https://www.dailymail.co.uk/news/article-1293619/Iraqi-campaign-fatal-attacks-dogs-people-leads-58-000-strays-gunned-Baghdad.html But this is neither the official position of the Palestinian authority nor is such order in effect anywhere in Palestine.
