There is a clear difference between the effective tax rate, which has been reducing since WW2, and the total tax burden. Raising tax levels is more logically interpreted as tax rate %, not the absolute amount of tax paid, which will naturally increase over time with inflation. https://en.wikipedia.org/wiki/History_of_taxation_in_the_United_Kingdom
