The author's claim is untrue. There are many examples that could be used in refutation for example the Rwanda genocide in 1994. Or Hiroshima & Nagasaki which in a 4 day period "killed between 129,000 and 226,000 people, most of whom were civilians" https://en.wikipedia.org/wiki/Atomic_bombings_of_Hiroshima_and_Nagasaki
