yes, the eye can indeed tell the difference between low and high fps, but that's very much not because the eye sees in higher fps, rather because the eyes see more ghosting at higher fps. it has been a widely known fact that human eyes see at a framerate between 30-60 fps. https://www.healthline.com/health/human-eye-fps#can-we-test-fps-vision
