The area was under ottoman empire.Though there was no official country called Palestine,neither was there a country called Israel until 1948.The Jewish ppl were a minority in the area.Initially the Balfour declaration called for limited immigration but that was not followed. https://www.britannica.com/event/Balfour-Declaration
