The picture is from the liquidation of the Lodz ghetto in Poland. Those in the picture are Jews getting into cattle cars on their way to the Chelmno extermination camp. They are not Tatars, and the perpetrators were Nazis, not Soviets https://newspapers.ushmm.org/events/allies-denounce-nazi-plan-to-exterminate-the-jews
