The province of British Columbia has a Distracted Driving Law that prohibits the use of hand held devices such as cell phones. https://www2.gov.bc.ca/gov/content/transportation/driving-and-cycling/roadsafetybc/high-risk/distracted No laws prohibit the use of headphones or hoodies while pedestrians use marked crosswalks.
