The claim that Jabari was negotiating a truce comes from Israeli activist Gershon Baskin. Though widely reported at the time it has not been independently confirmed. Others have argued it is unlikely that Baskin would known about such negotiations: https://blogs.timesofisrael.com/jabari-a-peacemaker-baskins-tall-tales-and-media-gullibility/ The issue remains disputed.
