It is not illegal to use phosphorus in war. Videos have shown Isreali 'roof knocking' bombs which is a low yield explosive designed to give civilians time to leave. The videos showing white phosphorus use have been attributed to Russia using it on Ukrainian village's. https://nypost.com/2021/05/20/video-shows-roof-knock-before-gaza-building-bombed/
