This picture looks very much like it comes from work Egypt did several years ago to secure its border with Gaza. It has only been a week since the latest Hamas attack on Israel, they wouldn't have had time to react yet, let alone commence further wall building. https://en.wikipedia.org/wiki/Gaza_Strip
