This parking lot was converted to a COVID hospital in 2020, and can also serve as a bomb shelter: https://www.timesofisrael.com/as-hospitals-overflow-as-haifas-rambam-transforms-car-park-into-virus-ward/ It is unclear from the photos whether they are current, or recycled from 2020 as propaganda. More investigation is due.
