It is an AT&T communications Center, but documents obtained by The Intercept from the NSA whistleblower Edward Snowden led them to conclude that this is also an NSA surveillance site, code-named TITANPOINTE. https://theintercept.com/2016/11/16/the-nsas-spy-hub-in-new-york-hidden-in-plain-sight/
