“Dragging” the Speaker is a House of Commons tradition that goes back to before Canada existed. It has it's roots in the Speaker’s role of delivering the Common’s opinion to the British Monarch who could end the Speakers life if they disliked the opinions being communicated. https://www.parliament.uk/about/how/role/traditions/
