The vast majority of these 12 milllion came through Ellis Island from 1892-1924. The 1921 Emergency Quota Act & the Immigration Act of 1924 severely restricted immigration and increased documentation requirements. After 1924, it was mostly used as a detention center. https://www.nationalgeographic.com/history/article/ellis-island-millions-immigrants-united-states-america#:~:text=But%20this%20era%20of%20mass%20immigration%20came%20to%20an%20end%20with%20the%20passage%20in%201921%20and%201924%20of%20new%20laws%20that%20severely%20limited%20immigration%20by%20establishing%20quotas%20for%20individual%20countries%20and%20requiring%20immigrants%20to%20obtain%20visas%20from%20American%20consulates https://web.archive.org/web/20110629024607/http://www.time.com/time/magazine/article/0,9171,959576-4,00.html#:~:text=In%201924%2C%20laws%20were%20changed%20to%20require%20that%20immigrants%20be%20approved%20or%20rejected%20at%20consular%20offices%20overseas.%20Then%20came%20the%20Depression%20and%20a%20reversal%20of%20roles%3A%20Ellis%20became%20a%20deportation%20center https://en.wikipedia.org/wiki/Emergency_Quota_Act https://en.wikipedia.org/wiki/Immigration_Act_of_1924
