According to the Law of Ukraine "On Military Service" https://zakon.rada.gov.ua/laws/show/2232-12 foreigners join the Armed Forces on the same terms as Ukrainians, receiving an official rank and position in Armed Forces of Ukraine. Russia has mercenaries, e.g the Wagner PMC: https://en.wikipedia.org/wiki/Wagner_Group
