There is no indication that there was any NATO (or US government) involvement in this at all. From what is known (e.g. https://twitter.com/Podolyak_M/status/1699820072418656331), it was the Ukrainian government who requested the Starlink activation in Crimea so they could use it for drone attacks on Russian military targets.
