It is not a ‘Hitler phrase’ “Deutschland über alles" is part of the old German national anthem that predates the Nazi era. August Heinrich Hoffmann von Fallersleben wrote the "Song of the Germans" 26th Aug 1841, at Helgoland. It became an anthem during the Weimar Republic. https://www.britannica.com/topic/Deutschlandlied
