NNN. aphasia affects a person's ability to communicate, it does not affect their intelligence or their ability to make decisions. https://www.stroke.org.uk/what-is-aphasia/aphasia-and-its-effects Problems with communication make Fetterman's job more difficult but they do not render him unfit to do it anymore than a physical disability would
