Individuals were not found 'preserved'. Archaeologists kept encountering voids, so they began to fill them with plaster (resin at first). When the plaster set, they dug it out and realised these voids had been the resting place of Pompeii's victims: the 'bodies' are casts. http://pompeiisites.org/en/pompeii-map/analysis/the-casts/
