This is false. Higher-resolution video from C-SPAN shows that Biden looked down for about 10 sec while seated at a table. In that video, Biden watches someone who’s speaking, coughs, looks downward and then nods in agreement with the person speaking. Then he looks up again. https://www.nbcnews.com/news/amp/rcna101263
