The Shah of Iran could legally dismiss the PM when the Parliament was dissolved by the PM. Mossadegh was legally appointed by the Shah in 1951,not elected by the people. The Shah was Iran's monarch before and after Mossadegh's term; He didn't need to be installed. Source(FOIA): https://www.cia.gov/readingroom/document/01267813
