Original Note:
Chicago Police's non-chase policy was implemented due to the risk of increased harm to bystanders during active pursuits on crowded urban streets. This caused civil suits and liability on behalf of the city, and in some cases, innocents were killed during the pursuits. https://chicago.suntimes.com/2022/9/16/23356766/chicago-15-million-mother-of-six-killed-in-high-speed-police-chase-supervisors-ordered-halted https://www.ptb.illinois.gov/media/1448/policepursuitguidelines.pdf https://www.npr.org/2022/06/22/1106654201/chicago-police-will-no-longer-be-allowed-to-chase-people-on-foot https://abc7chicago.com/chicago-police-chase-car-crash-stacy-vaughn-harrel-vaugh-harrell-killed/13252902/
