The guidelines being referenced are for developers to have the ability to block (on the backend) abusive users from the entire service. Disabling users blocking each other for whatever reason, which is what Musk proposed, is separate and distinct from the App Store guideline. https://developer.apple.com/app-store/review/guidelines/
