In order to call a special session, either the governor or three-fifths of both the state House and Senate have to call one. https://codes.findlaw.com/ga/constitution-of-the-state-of-georgia/ga-const-art-5-sect-2-vii/ While Republicans have the majority in the state assembly, they only make up three-fifths of the Senate.
