The dispute as reported here: https://www.civilbeat.org/2023/08/a-state-official-refused-to-release-water-for-west-maui-fires-until-it-was-too-late/ was with the West Maui Land Co. That company does not manage water systems in Lahaina (or Kula) https://westmauiwater.com/ Its systems are in Launiupoko, Olowalu, and Ha'iku Town. Those cities/towns are outside the fire damaged zones. Lahaina's water is from county system.
