The video says the IP-address of uppercutmarketing.com is 23.229.236.7. That part is true. The video then shows the reverse DNS for that IP-address as 7.236.229.23.host.secureserver.net. That part is also true. But 7.236... is just the IP-address in reverse. It just happens to start with a 7. That doesn't mean it's DoD.
