It is not correct to say that a no voter would not be affected by the Voice. As Federal Parliament would be responsible for the "composition, functions, powers and procedures" of the proposed Voice, it is taxpayers who would be funding its operation. https://voice.gov.au/referendum-2023/referendum-question-and-constitutional-amendment
