The reason biofuels are called carbon neutral is that when the plants used to make biofuel grow, they absorb CO2 from the air. If the plants are just left to rot in the forest, they will release as much CO2 in the rotting process as they do when burned. https://climate.mit.edu/explainers/biofuel
