There is a natural CO2 cycle, plants absorb it and convert it to Oxygen. Other organisms consume Oxygen and produce CO2. So there was always a balanced CO2 level in the atmosphere. By burning fossil fuels, humans ADD CO2 to this balance, even in times of less burning than before.
