Temperature records cannot be set using ground temperatures. Ground temperatures can reach as high as 70C. In order for a new temperature record to be approved it must be measured in air, between 1.5 and 2 metres above the ground in a Stevenson screen. https://library.wmo.int/doc_num.php?explnum_id=3149
