The way in which temperatures are measured has not changed. Official temperature readings must be taken inside a Stevenson screen between 1.5 and 2 metres above the ground, as per WMO guidelines: https://library.wmo.int/doc_num.php?explnum_id=3149 Temperatures on weather maps are maximum air temperatures, measured in this way.
