January 1940 was part of the period known as the 'phony war'. Britain had braced itself for an immediate all-out German attack which did not happen but the public still had to abide by harsh government restrictions making it a time of discomfort and anti-climax in Britain. https://www.iwm.org.uk/history/britains-phoney-start-to-the-second-world-war
