Original Note:

The proposed note confuses falling inflation and deflation. Inflation is the change/time (ie first derivative) of the price for a basket of consumer goods. If the increase in cost is slowing (ie second derivative is < 0), then inflation is decreasing, even as prices rise. https://www.investopedia.com/terms/i/inflation.asp https://www.investopedia.com/terms/d/deflation.asp
