Ontario nuclear power "uses" water by heating it up, then returning it to a great lake. The water is "used" but not used-up. https://storymaps.arcgis.com/stories/a3727114498a4784a0aa052d41a5cf98 This is how all thermal power plants work. It was exactly how Ontario coal plants "used" water, until they were replaced by nuclear power.
