When originally implemented, PPP loans were designed to be forgiven if businesses continued to pay their workers. This was passed by Congress. https://www.sba.gov/funding-programs/loans/covid-19-relief-options/paycheck-protection-program On the other hand, student loans were not structured to be forgiven and their cancellation has not been approved by Congress. https://en.wikipedia.org/wiki/Student_loans_in_the_United_States
