The Twitter policy covers harassment: https://help.twitter.com/en/rules-and-policies/abusive-behavior A reasonable reading of Elon's comment is that with regards to harassment, "cis" and "cisgender" would be considered slurs, not that using them would mean an instant ban. One can of course take issue with Elon considering them slurs.
