The term "escalation" refers to an increase in the severity or scale of a conflict. https://en.wikipedia.org/wiki/Conflict_escalation Since both Russia and Ukraine already possess and use missiles with a comparable range, providing ATACMS would not meet the generally accepted definition of escalation.
