Noncitizen lawful residents can already serve as a pathway to citizenship. If passed, HR7946 would have allowed people not lawfully in the US to join the military. HR7946 passed in the House; as of June 5, 2023, the Democratic controlled Senate has not acted on it. https://www.military.com/join-armed-forces/eligibility-requirements/the-us-military-helps-naturlize-non-citizens.html https://www.congress.gov/bill/117th-congress/house-bill/7946#:~:text=The%20bill%20also%20waives%20certain%20grounds%20of%20inadmissibility%20(e.g.%2C%20being%20unlawfully%20present%20in%20the%20United%20States)%20for%20certain%20noncitizens%20applying%20for%20lawful%20permanent%20resident%20status%20as%20an%20immediate%20relative%20of%20a%20U.S.%20citizen%20who%20has%20served%20at%20least%20two%20years%20in%20the%20Armed%20Forces https://rollcall.com/2022/09/29/bill-would-allow-dreamers-to-join-the-military-become-citizens/#:~:text=There%20is%20currently%20no%20way%20to%20join%20the%20military%20for%20the%20roughly%20600%2C000%20undocumented%20immigrants%20brought%20to%20the%20United%20States%20as%20children%20who%20receive%20protection%20through%20the%20Obama%2Dera%20DACA%20program.
