All such activities in the Capitol building require a permit: https://www.uscp.gov/visiting-capitol-hill/activities-requiring-permits#:~:text=Accordingly%2C%20demonstration%20activity%20is%20only,Rally%2C%20Vigil%2C%20etc Despite claims made below/elsewhere, they did NOT have a permit and lied about having one, per a Capitol Police statement.
