The SEC’s anti-pay-to-play rule doesn’t apply to DeSantis. It applies to investment management firms, and simply bars them from earning management/performance fees from a state if the firm or its principals donate directly to a public official or candidate — which they didn’t. https://www.sec.gov/rules/final/2010/ia-3043.pdf
