This is the first year that the annual hate crimes statistics were reported entirely through the National Incident-Based Reporting System (NIBRS). As a result hate crimes went down. This lead NIBRS to reopen data collection and current data may be flawed. (Read * notes ) https://www.justice.gov/hatecrimes/hate-crime-statistics.
