There are many cases of Republicans blaming mental health for mass shootings. It is known that Jordan Neely was mentally ill (schizophrenia, PTSD, depression), and some Republicans justifying his death: https://www.nbcnews.com/news/nbcblk/jordan-neelys-death-reflects-inhumane-consequences-homeless-experts-sa-rcna82892 This makes both statements true.
