The tweet from @POTUS is clearly referring to the “Limit, Grow, Save Act” (HR 2811) that passed the House last week, whose effect on VA funding has been a point of debate. https://www.stripes.com/theaters/us/2023-04-26/veterans-debt-ceiling-spending-cuts-9930863.html The proposed note referring to the House’s failure to pass the PACT Act in July 2022 is off topic.
