The use of the word “safely”, which at the time of closures meant following the CDC (https://www.cdc.gov/socialmedia/videos/covid-19/asl/social-distancing/316132-A_SocialDistancing_COVID19_ASL.pdf), 6 ft of space was needed between students. In the average 30x30 ft classroom with an average size of 24 students this was a mathematical impossibility, so “safely” meant effectively closed.
