Elon Musk said the Community must agree a Note (written by a Comm. Notes member) is 'correct' for it to be attached to a Tweet. Elon's point was incomplete & therefore misleading. By definition, Notes must 'add context to potentially misleading Tweets', not just be correct. https://help.twitter.com/en/using-twitter/community-notes
