Original Note:
Those are mammatus clouds they are a result of moist air sinking into dry air essentially like an upside down cloud. They are mostly found under Cumulonimbus clouds (thunderstorm clouds) Mammatus clouds are sometimes harbingers of severe weather. https://w1.weather.gov/glossary/index.php?word=mammatus+clouds https://www.metoffice.gov.uk/weather/learn-about/weather/types-of-weather/clouds/other-clouds/mammatus
