It's not far-fetched to claim that the US tax code benefits the wealthy in some ways: https://abcnews.go.com/Business/tax-codes-rich-richer-tax-laws/story?id=78182056 The proposed note's own source say the top 1% of earners' share of total income taxes paid is 40.1%, not 42.3%.
